To me that look said “will that be her one day”… because he knows he’ll carry on… but will she? I’d say there’s a tinge of guilt in them eyes and that swallow.
To me, this picture just emulates the entirety of The Doctor and Rose’s relationship. The Doctor is a proud and noble man; he stands tall, with a straight posture. He is the last of the Time Lords, he wants to give the impression that his race was proud and noble. But, of course, he’s still the last. So what does he do? He travels with somebody else. But he doesn’t just travel with anyone. Of course he doesn’t; where’s the fun in that? He travels with the best. Not only the best, but the best of the best. He only travels with a select few. So why would he choose an ordinary girl like Rose? Of course it wasn’t love at first sight with them. Rose sees this 40 or so looking man who asks her to run. She seeks the adventure, she could have done nothing. She could have just frozen and stood there. But she ran with him. The Doctor immediately respects that. A girl who runs when he asks, she doesn’t question him unless it’s completely necessary and she wants to join in the adventure. How is a man like him supposed to resist? So what happens next? He looks for her. She looks for him. They both look for each other but, of course, The Doctor is more successful. He finds her but he doesn’t want to seem like he’s forcing himself upon her. She doesn’t want to tell him that she was desperate to find him and even visited some stranger from the internet to find out more about him. They hide this from each other, but they both know. They both know that they looked for each other. There is an instant bond between them. So when a man with a strange blue box asks this ordinary girl who worked in a shop to travel with him, of course she is gonna say yes. Especially if it means that she can return straight away to see her mum again. And Mickey. But, without a second thought, she jumps straight into that box with this strange man and then begins such a wonderful travelling relationship.
The Doctor and Rose slowly fall in love with each other. The signs are there. They hold hands, they travel wherever and enjoy every single second of it. Even if it means that they are in danger. And every moment that Rose is in trouble, The Doctor becomes scared. So scared of losing his best friend and the one he now loves. He also doesn’t want to disappoint Jackie and Mickey by having to return home and tell them that Rose had been killed while travelling with him. He makes sure at every moment that she must try to keep safe. Then The Doctor regenerates and it scares Rose so much. The man she fell in love with has just disappeared in front of her and some new man has appeared out of nowhere; saying that he’d just changed faces and he was still the same inside. And what does she do? No, she doesn’t freak out because she sees that this ‘new man’ is hurt and her benevolence comes in and she tries to help him in whatever way possible. She slowly begins to warm to this new man again and realises that it is the same man that she fell for. But this time, she falls even harder for him. Yet again they go sauntering off and much of the same thing occurs again. When they encounter Sarah Jane, Rose feels quite offended because she thought she was the only one. But the Doctor knows that she is special, unlike any other companion before her; but he doesn’t know how to tell her. When Mickey comes on bored they are less close because they feel slightly embarrassed to show their feelings when someone else is aboard the TARDIS. And, even though they are upset when Mickey decides to stay on Parallel Earth, they are pleased that they can be together again and not have any awkwardness between them because they’re completely themselves around each other again.
This scene is so significant in their relationship. They see two people in front of them, completely in love with each other, even if they’re technically not the same people that they originally fell in love with. But they love each other all the same. And they admit it right there and then. The reason that The Doctor looks down is because he wants to do the same, but he just can’t. Because if Rose loved him back, they could never have a sufficient relationship together. And this thought absolutely breaks his hearts. I mean, what could he possible do to change that?
This is why this picture makes me upset because I instantly think of all of the above and it too breaks my heart. :/

See those amazing paragraphs above? I FELL IN LOVE WITH THEM, because they sum up everything I was too weak to put in words. Thank you and I love you and this scene breaks my heart in so many dimensions it hurts… badly.
